      2.4系のDTDは、正しくはこう↓だが、

      <!DOCTYPE components PUBLIC "-//SEASAR//DTD S2Container 2.4//EN"
	"http://www.seasar.org/dtd/components24.dtd">

      幾つかのdiconファイルはこう↓なってしまっている。

      <!DOCTYPE components PUBLIC "-//SEASAR2.4//DTD S2Container//EN"
	"http://www.seasar.org/dtd/components24.dtd">

      そのため、diconをパース時にwww.seasar.orgへDTDを取得に行き、
      www.seasar.orgへ接続できない環境だと例外が発生してしまう。
