      IEがWindows-31Jを認識できないために生じる http://d.hatena.ne.jp/hasegawayosuke/20070717/p1 の問題に対処する。

      具体的には、FreyjaServletでresponse.getWriter()しているところをgetOutputStream()を使うようにして、charsetがWindows-31J
      の時はcharsetとしてShift_JISを使うようにしてかつ自前でString->Windows-31Jbyte streamの変換を行なうようにする。
